Envicom Corporation has fulltime cultural resource staff who can cover all tasks related archaeology, built environment/historic architecture, paleontology, and Native American consultation. Envicom can provide technical studies, site evaluations and inventories, construction monitoring, monitoring, management, and data recovery plans, and have extensive experience consulting with Native American Tribal Groups.

Dr. Wayne Bischoff is a professional archaeologist with over 20-years of experience. Dr. Bischoff has managed cultural resource projects throughout California, ensuring project compliance with existing cultural laws, including CEQA, Section 106, NHPA, NEPA, and numerous county and local laws, permits, and ordinances. He has completed over 200 projects throughout the Counties of Los Angeles, San Diego, Riverside, Imperial, Ventura, Kern, and Santa Barbara, and is an expert in Native American consultation, having worked with most of the Tribal Groups of Southern California.

Dr. Bischoff has written cultural resource sections for CEQA documents, including EIRs and MNDs, and has been the principal or project manager for hundreds of cultural resource projects, including literature searches, field surveys, site evaluations, monitoring projects, and data recoveries. He has also written dozens of construction phase monitoring plans and site management plans, and has co-authored paleontological PRIMP plans. He has extensive experience with state and federal agencies, including the State Historic Preservation Office, CALTRANS, the Bureau of Land Management, the Army, the National Guard, the Marine Corps, the Air Force, the Department of the Navy, the GSA, the USDA, many USCOE districts, numerous Tribal Groups, Fish and Wildlife, the California Public Utilities Commission (CPUC), the National Park Service, the USFS, the NTIA, and the Federal Highway Administration.

Dr. Bischoff manages six permanent cultural staff at Envicom, who specialize in archaeology, construction monitoring, GIS, laboratory management, and paleontology. Envicom also has a full-service lab on site, which can process all artifacts recovered from the field.
